Democracy does not just protect rights β€” at its best, it creates the conditions for human flourishing. One of America's least celebrated but most consequential democratic achievements is the partnership between government, universities, and free enterprise that emerged from World War II. That partnership produced the internet, the polio vaccine, GPS, the microchip, and the research university system that remains the envy of the world.

The story begins with a simple but radical idea: that government investment in basic research, conducted freely at universities and then commercialized through private enterprise, is one of the greatest engines of human progress ever devised. It is neither purely capitalist nor purely socialist β€” it is something distinctly American.

After it, higher education became a gateway to the middle class for millions of Americans.

The economic return was staggering: economists estimate that for every dollar invested in the GI Bill, the economy returned seven dollars in tax revenue and productivity. It helped build the American middle class, funded the research universities that drive innovation, and proved that democracy's greatest investment is in its own people.

Vannevar Bush
1890–1974

MIT engineer who served as President Roosevelt's chief science advisor during World War II, overseeing 6,000 civilian scientists and directing the research that produced radar, the proximity fuse, and helped support the Manhattan Project. His 1945 report to President Truman, Science β€” The Endless Frontier, laid out the blueprint for postwar American science policy: government should fund basic research at universities, and the results should flow freely to private enterprise for commercialization. This model β€” sometimes called the "linear model" of innovation β€” shaped American science policy for the next 75 years and led directly to the creation of the National Science Foundation.

A nation which depends upon others for its new basic scientific knowledge will be slow in its industrial progress and weak in its competitive position in world trade.
Jonas Salk
1914–1995

Virologist who developed the first safe and effective polio vaccine, announced to the world on April 12, 1955 β€” the tenth anniversary of FDR's death. Polio had paralyzed FDR himself and struck terror into American families every summer. When asked who owned the patent on the vaccine, Salk famously replied: "Well, the people, I would say. There is no patent. Could you patent the sun?" His decision to give the vaccine to humanity rather than profit from it remains one of the great acts of scientific generosity in history.

Dwight D. Eisenhower
1890–1969

In his farewell address on January 17, 1961, Eisenhower warned of the growing power of the "military-industrial complex" β€” the alliance between defense contractors and the government β€” and its potential to distort both science policy and democracy. The speech is one of the most prescient in American political history. He also signed the National Defense Education Act (1958) after Sputnik, dramatically increasing federal investment in science, mathematics, and engineering education. His simultaneous warning and investment reflects the complexity of government's role in research.

In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.
Hyman Rickover
1900–1986

Navy Admiral who championed nuclear-powered submarines and drove the development of civilian nuclear power. A demanding, uncompromising leader who transformed military technology through sheer force of will and scientific rigor. His insistence on the highest standards β€” and his willingness to challenge bureaucracy β€” shows how individual leadership within government institutions can drive transformative innovation.

Grace Hopper
1906–1992

Navy Rear Admiral and pioneering computer scientist who invented the first compiler β€” the software that translates human-readable programming languages into machine code. Her work made computing accessible to people who weren't mathematicians. She coined the term "debugging" after her team literally found a moth inside a computer relay. One of the first programmers of the Harvard Mark I computer, she spent decades working at the intersection of military need and technological innovation.

Mariana Mazzucato
1968–present

Economist whose 2013 book The Entrepreneurial State challenged the conventional story that innovation is purely a product of private enterprise. Mazzucato documented that virtually every technology inside a smartphone β€” GPS, internet, touchscreen, voice recognition β€” was developed with government funding before being commercialized by private companies. Her work reframes the debate about government's role in the economy and provides the intellectual framework for understanding Chapter Nine's core argument.
